世界漢語教學學會會員代表大會暨換屆選舉大會在長沙舉行

2019 年12 月10 日,世界漢語教學學會會員代表大會暨換屆選舉大會在湖南長沙舉行。來自49 個國家和地區的專家學者、中文教師、國際中文教學和出版機構等會員代表187 人參加會議。按照《世界漢語教學學會章程》,大會審議通過了第十屆理事會工作報告及財務報告;選舉產生第十一屆理事(單位)共65 名,表決通過新的會費標準。

第十屆理事會會長許嘉璐先生委托學會秘書處代向大會致以祝賀,向各位理事、各位代表致以最誠摯的問候,感謝大家多年來卓有成效的工作,感謝大家對學會工作的支持!希望海內外廣大會員同心同德,繼續助推國際中文教育工作蓬勃開展。

新當選的第十一屆理事(單位)召開第一次會議,選舉產生常務理事(單位)共21 人,選舉天津師范大學校長鐘英華教授為會長。選舉白樂桑教授(代表歐洲漢語教學協會)、崔希亮教授(代表北京語言大學)、日本大阪大學古川裕教授、馬西尼教授(代表意大利羅馬大學孔子學院)、美國威斯康星大學張洪明教授、北京大學趙楊教授等為副會長,選舉馬箭飛教授(代表孔子學院總部)為秘書長。

新任會長鐘英華表示,許嘉璐先生德高望重、造詣深厚,對中外人民友好事業和國際中文教育事業嘔心瀝血,搭建了中外人民之間的友好往來之橋、心靈溝通之橋,建立了良好的辦會傳統,積累了寶貴的辦會經驗,開創了國際學術組織發展的新格局,為中文教育作出了突出貢獻。學會在教育部、孔子學院總部的支持下,走出了一條國際學會中國特色發展之路。我們一定要堅持好、傳承好、發展好。如今,構建人類命運共同體、“一帶一路”共商共建共享的共識日益廣泛,中文教育將迎來光明的前景。我們要不辱使命、順應歷史之需,充分發揮學會的積極引領作用,不斷探索豐富中文教育教學特色之路,做好協調溝通工作,高質量服務好會員,把世界漢語教學學會工作做好,不辜負許嘉璐先生、歷屆會長、孔子學院總部和廣大理事會員的殷切期待。

過去四年來,第十屆理事會忠誠履職,聚焦需求,持續發揮學術支持引領作用,連續舉辦了4 屆暑期高級講習班,邀請1400 余名青年師生參加培訓,出版了“世界漢語教學學會名師講座系列”讀物;向110 多家會員單位和300 多名會員贈送教學資料、學術期刊通訊和視聽多媒體光盤共計2.5 萬余冊;配合孔子學院總部啟動“孔子學院建設和漢語國際教育課題”項目;邀請32 個國家340 名代表,舉辦第13 屆國際漢語教學研討會;邀請理事與會員策劃創辦“漢教講說”線上公益講座、東南亞國家中文教師教學技能研修班;支持海外成立南非中文教師協會、蘇丹中文教師協會;等等。

面向未來,第十屆理事會專門討論研究了三項建議,一是設立學術委員會,負責組織實施學術科研發展規劃與學術科研活動,開展國際中文教育領域中教學和研究成果的鑒定、評審、推廣、普及工作。二是成立二級機構,以“專業委員會”的組織形式,促進語言理論與語言教育研究、國際中文教育師資專業化發展以及標準與認證工作。三是擬恢復會刊,滿足會員期待,幫助會員提升學術發展能力。

馬箭飛秘書長受第十屆理事會委托向大會報告過去四年來的工作。他強調,在許嘉璐會長帶領下,第十屆理事會團結凝聚世界中文教育同仁,開創性地倡導“會員辦會、理事辦會”新理念,不斷提升學會的凝聚力、影響力和貢獻力。在醞釀推薦新一屆理事(單位)候選人時,充分考慮了國別地區的代表性、專業領域的廣泛性以及國際中文教育的全球應用性,建議新一屆理事會充分吸納國際中文教育學術團體、各國高等院校及中文專業院系、著名漢學家、具有較高聲望的學術帶頭人以及世漢學會創會會員、永久會員和新會員等,彰顯世界漢語教學的開放性、包容性與傳承性。

據統計,世界漢語教學學會自1987 成立以來,累計吸納來自79 個國家和地區的單位會員和個人會員,主要由世界各地從事漢語教學、研究和傳播領域的專家及相關機構組成。學會現有會員5108 人。其中,中國會員(包括大陸和港澳臺地區)3397 人,其他國家會員1711 人。

On December 10th, 2019, the General Assembly & General Election of the International Society for Chinese Language Teaching (ISCLT) was held in Changsha, Hunan Province. It was attended by 187 delegates, including experts, scholars and Chinese language teachers in 49 countries and regions and member representatives from international Chinese language teaching and publishing institutions. According to the Constitution of the International Society for Chinese Language Teaching(ISCLT), the Assembly passed the 10th Council Work Report and Financial Report, elected 65 (units) to sit on the 11th Council, and confirmed a new standard for membership fees by voting.

The secretariat of the ISCLT, on behalf of Xu Jialu, President of the 10th Council, extended its congratulations to the Assembly, its sincere greetings to the members and representatives,and its gratitude to their fruitful works over the years and their support for the ISCLT work. It is hoped that all the members at home and abroad can make joint efforts to continue promoting the thriving development of international Chinese language education.

The first meeting of the 11th Council of the International Society for Chinese Language Teaching (ISCLT)elected 21 members of the Standing Council. Professor Zhong Yinghua,President of Tianjin Normal University, was elected as the president. The following professors were elected as vice presidents of the ISCLT, including Professor Joel Bellassen (on behalf of the European Association for Chinese Teaching), Professor Cui Xiliang (on behalf of Beijing Language and Culture University), Professor Yutaka Furukawa from Osaka University, Professor Federico Masini (on behalf of the Confucius Institute at University of Rome La Sapienza), Professor Zhang Hongming from the University of Wisconsin,Professor Zhao Yang from Peking University and etc. Professor Ma Jianfei(on behalf of the Confucius Institute Headquarters) was elected as the secretary-general.

Zhong Yinghua, the newly-elected president of the ISCLT, said that Xu Jialu was widely respected, accomplished,dedicating himself to the friendship between Chinese and foreign peoples and international Chinese education cause,and building the bridge of the friendly exchanges and communication between the Chinese and foreign peoples. He has established the good tradition of running the ISCLT, accumulated related precious experience and created a new pattern of the development of international academic organizations, making outstanding contributions to Chinese language education. With the support of the Ministry of Education and the Confucius Institute Headquarters, the ISCLT has embarked on a development path with Chinese characteristics.We must stick to, carry forward, and well develop the path. Today, we have made the wide consensus on building a community of shared future for mankind and the Belt and Road Initiative featuring consultation, contribution and shared benefits. Chinese language education will usher a bright future.We must fulfill our mission and meet the need of history, give full play to the positive leading role of the ISCLT as well as continuously explore and enrich characteristic Chinese education. We must do a good job on coordination and communication, provide good service for the ISCLT members, and run the ISCLT well, so as to live up to the earnest expectations of Xu Jialu, the former presidents of the ISCLT, the Confucius Institute Headquarters and the members of the ISCLT.

During the past 4 years, the 10th council has been loyal to fulfill the duty and focused on demands, continuously giving full play to its role of academic support and leading. Four summer senior workshops have been held in succession. More than 1,400 young teachers and students have been invited to participate in the training. Readings of“the International Society for Chinese Language Teaching Teachers’ Lecture Series” have been published. More than 25,000 copies of teaching materials,academic journals and audio-visual CDs were presented to more than 110 member units and over 300 members.Cooperating with the Confucius Institute Headquarters, the ISCLT launched“Confucius Institute and Chinese Language International Education Project”.It has invited 340 representatives from 32 countries to hold the 13th International Conference on Chinese Language Teaching and Research, invited directors and members to plan and establish the online public lecture of “teaching Chinese” and to open the teaching skill training class for Chinese teachers in southeast Asian countries and supported the establishment of Chinese Language Teachers’ Association of South Africa,Chinese Teachers’ Association of Sudan, etc.

Eying on the future, the 10th Council has discussed and studied three suggestions. The first is to set up an academic board responsible for organizing and implementing development planning and activities on academic and scientific research, and performing the verification, review, publicity and promotion of teaching and research achievements in the field of international Chinese language education. The second is to set up a secondary agency in an organizational form of “professional board”, with a view to promote studies on language theory and education, the professional development of teachers devoting to the international Chinese language education, and standard formulation and certification. The third is to restore the ISCLT journal, to meet the expectations of the members and help them improve their academic development capability.

General Secretary Ma Jianfei,on behalf of the 10th Council, made a work report of the past four years. He emphasized that under the leadership of President Xu Jialu, the 10th Council made joint efforts with its peers in Chinese language education across the whole world to advocate a new concept of “operating the ISCLT by all its members”, thus constantly enhancing the ISCLT’s cohesion, influence and contributions. It also comprehensively considered the representation of countries and regions, universality in specialty, and global applicability of international Chinese language education when selecting member candidates for the next council. It suggested that the new council absorb academic groups of international Chinese language education, colleges and universities of different countries, and Chinese schools and colleges, famous sinologists, prestigious academic leaders, and founding members, permanent members and new members of the ISCLT, to manifest the openness, inclusiveness and inheritance of Chinese language teaching in the world.

According to statistics, since its establishment in 1987, the ISCLT,composed of experts and relevant institutions from all over the world specializing in Chinese language teaching,research and publicity, has already absorbed institutional and individual members in 79 countries and regions.It now has 5,108 members, including 3,397 Chinese members (including members from Chinese Mainland,Hong Kong, Macao, and Taiwan) and 1,711 members from other countries.
